Since 2001, Developmental Services Network (DSN) has served its members as California’s only trade association dedicated exclusively to providers of Intermediate Care Facility (ICF) services for people with intellectual disabilities. Working with statewide recognized consultants and a dedicated Board of Directors, DSN is responsive to the needs of its members.

Great Reasons to Be a Member


State Government Representation

DSN Consultant Diane Van Maren strongly advocates on regulatory issues to make certain our members have the best representation in California and a visible presence in Sacramento at the Capitol. Accomplishments include:

  • Worked to end the 12-year rate freeze and ensured our Supplemental Payment, funded with Proposition 56 dollars.  This provides over $10 million in additional funding and increased rates from approximately 25 to 50%
  • Obtained a Medi-Cal 10 percent rate increase, effective from March 1, 2020, through at least December 31, 2021, to fight the COVID-19 public health emergency.
  • Worked with the Department of Developmental Services to obtain special health and safety funding from Regional Centers due to the COVID-19 public health emergency.
  • Created a formula, recognized by the Department of Health Care Services (DHCS), for the minimum wage add-on that recognizes a higher reimbursement level than previously determined by DHCS.
  • Addressed regulatory issues and “All Facility Letters” with the California Department of Public Health related to the COVID-19 public health emergency.
  • Worked with several DSN members to obtain over $225,000 in reimbursements for past claims owed by Medi-Cal Managed Care Plans.
  • Represented DSN before the Legislature in Budget hearings and Policy Committees hearings on legislation.

Shared Information on the DSN Forum

DSN provides its members with readily available information to assist them with owning and operating one or more Intermediate Care Facilities. We provide a forum for members where questions and constructive conversations are encouraged to assist the community at large. We keep members informed with legislative updates and pertinent information or laws that emerge from the State’s Capitol.

Educational Programs and Training

DSN is proud to offer providers of ICF services a comprehensive and practical approach to training new and current QIDPs. Our  QIDP workshops and other programs contain non-stop introductions and exploration of revised regulations, as well as other state laws for the diverse responsibilities of the QIDP.

Town Hall Meetings

In lieu of our in-person Annual Meeting, we have held several town hall meetings to provide the most up to date information to DSN members and to allow them the opportunity to hear from our Board and consultants.

About the association

For more than 20 years Developmental Services Network (DSN) has served its members as California’s only trade association dedicated exclusively to providers of intermediate care facility (ICF) services for people with developmental disabilities.  DSN’s strength comes from its members who recognize the importance of working together, sharing information, conducting and receiving training, and providing critical regulatory and fiscal analysis of the activities of the various governmental entities involved in oversight and funding of the program.
